"What does the Bible say about 'aliens'"?

 The Bible says nothing about aliens or creatures from other planets. The concept of aliens would not fit well in the Bible. In fact, it would be absurd.

Ro 8:20 For the creation was subjected to futility, not willingly, but because of Him who subjected it in hope;
21 because the creation itself also will be delivered from the bondage of corruption into the glorious liberty of the children of God.
22 For we know that the WHOLE CREATION groans and labors with birth pangs together until now.
* Creation (verses 20) was subjected to futility or inutility - Inutil in Bisaya! Creation right now is handicapped.
* Creation (verse 21) is in bondage to corruption - subject to decay.
* The whole creation (verse 22) groans - it is grieving.
If this is true then the aliens somewhere in outer space are living in a habitation wherein it is inutile, handicapped and groaning!
All because of man's sin!
Why would a God of justice do that to them? Absurd.
2Pe 3:10 But the day of the Lord will come as a thief in the night, in which the HEAVENS will pass away with a great noise, and the elements will melt with fervent heat; both the earth and the works that are in it will be burned up.
HeavenS (plural) refer to our atmospheric and interstellar heavens where we see stars and other heavenly bodies. If it is true that there are aliens living somewhere in outer space, this says that one day their habitation will be burned up!
All because of man's sin!
Why would a God of justice do that to them? Absurd!
Maybe they've sinned you say? That can't be. The Bible says that it's because of man's sin that the whole creation right now is affected.
If they sinned as well then the Lord Jesus Christ would have to go to their own planet and die for them too! But the Bible says that sometime after He resurrected He went straight to heaven, to God, never to die again.
You see, it becomes absurd right? It does not fit well with the Bible.
The belief in the existence of aliens are more in line with the theory of evolution. These scientists who espouse evolution are banking on the idea that if life could randomly evolve here, well, it might have evolved some place else in the universe. Hence, the aliens.

"I read of 'the windows of heaven' in Malachi 3:10. What is it?"

Mal 3:10 Bring all the tithes into the storehouse, That there may be food in My house, and try Me now in this," says the LORD of hosts, "If I will not open for you THE WINDOWS OF HEAVEN and pour out for you such blessing that there will not be room enough to receive it.

It refers to the pouring out of rain from heaven. Israel was an agricultural nation. Without rain, it would be a national calamity, it would mean drought and famine.
Ge 7:11 In the six hundredth year of Noah's life, in the second month, the seventeenth day of the month, on that day all the fountains of the great deep were broken up, and THE WINDOWS OF HEAVEN WERE OPENED.
12 AND THE RAIN WAS ON THE EARTH forty days and forty nights.
Malachi was an Old Testament prophet. His job was to call the people of Israel back to their covenant or agreement with God. He was reminding them of what would happen if they were faithful to their agreement with God.
God had a contract or agreement with the nation Israel that if they were faithful to Him, God would do His part, He would bless them with rain.
De 28:12 "The LORD will open to you His good treasure, the heavens, to give the rain to your land in its season, and to bless all the work of your hand. You shall lend to many nations, but you shall not borrow.
Material blessings and prosperity were God's promise to Israel.
P.S. It is important when reading the Bible to realize the distinction between God's promises to Israelites in the Old Testament and God's promises to Christians in the New Testament. Never intrude yourself into something you are not a part of. Read the Bible plainly and normally and remember while all the Bible is FOR Christians, not all of it was written TO Christians. We can learn principles from Israel's Old Covenant ("All Scripture...is profitable" as per 2 Tim. 3:16) but be careful of claiming the promises indiscriminately.

Did Christ Die For Those Who Were In Hell Already?

This is viewing the atonement from the standpoint of time, in a linear and sequential fashion.
No one could actually see that Christ died for all sinners. Only God could actually see this fact. Man can see that Christ was crucified on the cross, but only God can see that His death was FOR sinners. He just informs us through the Bible that this is what happened. So, the best way to view the atonement is not through the limited, linear, and sequential perspective of man, but through the eyes of the eternal God.
First off, the Lord Jesus Christ was already ordained by God in eternity past, yes, before the foundation of the world, to be the sacrifice for man's sins (1 Peter 1:19-20).
Though the atonement was offered here in time, it went out to God in eternity. From God's eternal perspective, He could see the atonement of Christ on the cross of Calvary right smack dab at the center of all time. In one sweep of time, God could see the past, present, and future, and right at the center is the cross of Christ --- the all-sufficient sacrifice for all.
To Him, Christ's atonement was as good as done, an ever-present reality. He could speak of the work of atonement in the past tense even before Christ came to actually die for our sins! Seven hundred years (give or take) before Christ, God inspired the prophet Isaiah to say such things about Christ's atonement:
Isa 53:4 Surely He HAS borne our griefs And CARRIED our sorrows; Yet we esteemed Him STRICKEN, SMITTEN by God, and AFFLICTED
5 But He WAS WOUNDED for our transgressions, He WAS BRUISED for our iniquities; The chastisement for our peace WAS upon Him, And by His stripes we are healed.
So, prior to the cross, men already had an atonement that was as good as done and after the cross, men had an atonement that was actually accomplished. The value and benefits of Christ's atonement would be readily applied to anyone who repented whether before or after the cross.
Turning the tables
These guys say that Christ could not have died for all since many already passed on to hell when Christ died on the cross, so He could not have died for them.
Well, many saved sinners already died and passed on to Paradise when Christ died on the cross of Calvary. People like Noah, Abraham, Moses, David, and many others. So did this mean that they went to Paradise without being atoned by Christ? Of course not!
