The voice of the people is not necessarily the voice of God. Vox Populi is not necessarily Vox Dei. The masses can go wrong, you know:

During Noah's time, only eight got it right! Only eight were saved through the ark. The rest were wrong in thinking that there would be no Flood to judge the world.
During Christ's time, Israel as a nation rejected Him, only a minority did believe in the Lord Jesus initially.
