Ps 15:4 In whose eyes a vile person is despised, But he honors those who fear the LORD; He who swears to his own hurt and does not change;
Just as we don't esteem anyone who wants to kill and rape our own mothers, so a godly person does not esteem those who hate God.
The godly despises the ungodly person for his lifestyle but he also loves him enough that he wants him to repent and be saved.
